INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
(56 Sets BPRE Designed Biomass-Fed Flatbed Dryer)

 

The Department of Agriculture Regional Field Unit No. 5 (DA RFU 5) has received second funding provision from the Bureau of Postharvest Research and Extension (BPRE) to implement the 2009 Program of Mechanical Drying Support to Farm Clusters: Provision of Flatbed Dryers. As such, the DA RFU 5 in close coordination with the funding agency is procuring additional FIFTY SIX (56) sets of BPRE Designed BIOMASS-FED FLATBED DRYERS as per complete bid and product specifications stated in the accompanying bid documents in accordance with prescribed conditions of the Project.

The project will be implemented/distributed in the identified and validated areas and districts in ONLY four (4) provinces of Bicol Region (Albay, Camarines Sur, Sorsogon, and the island province of Masbate).

The Approved Budget for the Contract (ABC) is Six Hundred Seventy-two Thousand Six Hundred Philippine Pesos (PHP672,600.00) per SET for the total Approved Budget for the Contract amount of THIRTY SEVEN MILLION SIX HUNDRED SIXTY FIVE THOUSAND SIX HUNDRED PHILIPPINE PESOS (PHP37,665,600.00).

Pursuant thereto, the Procuring Entity is inviting all BPRE Accredited (for Flatbed Dryers) suppliers and manufacturers to submit application for eligibility and to bid for the above contract. Prospective Bidders must have experience of having completed, within the last three (3) years (2006, 2007, 2008), a single contract that is the same or similar to the contract to be bid and whose value, adjusted to current prices using wholesale consumer price index, must be at least fifty percent (50%) of the total approved budget for the contract (Section 23.11.1, RA 9184 and its IRR-A as amended).

Mandatory Pre-bid Conference will be held on 18 (Wednesday) March 2009 at 9:30 in the morning, Conference Room, Administration Building, DA RFU 5, San Agustin, Pili, Camarines Sur. Prospective supplier/dealers are strongly enjoined to attend the said Conference.

List of eligibility requirements and bidding documents containing details of the project may be inspected, shall be made available, and may be obtained by prospective bidders from BAC Secretariat, Legal Office starting on 9 March 2009 until the close of office hours of 26 March 2009, upon payment of non-refundable amount of PHP1,000.00 Annual Supplier's Registration Fee and PHP25,000.00 for bid documents to the Cashier's Office.

Deadline for submission of bids in the prescribed three (3) envelops will be on 30 (Monday) March 2009 before 1:30 in the afternoon. Opening of bids will follow at 1:30 in the afternoon, Conference Room, Administration Building, this agency in the presence of observers and bidders who choose to attend. All submitted documents must be in triplicate copies, otherwise bids will be automatically rejected on the ground of non-compliance with the prescribed bid requirements.

Each bid must be accompanied by bidder's bond equivalent to any of the following based on the Approved Budget for the Contract - 1% (Cash/Certified check/Cashier's Check/Manager's Check, or any combination thereof) or, 1.5% (Bank Guarantee).

The DA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract when (a) there is prima facie evidence of collusion between the BAC and any of the bidders, or if the collusion is between a bidder and a third party, including any act which restricts, suppresses or nullifies or tends to restrict, suppress or nullify competition (b) the BAC is found to have failed in following the prescribed bidding procedures; or (c) for any justifiable and reasonable ground where the award of the contract will not redound to the benefit of the government as follows: (i) if the physical and economic conditions have significantly changed as to render the project no longer economically, financially or technically feasible as determined by the head of the procuring entity; (ii) if the project is no longer necessary as determined by the head of the procuring entity; (iii) if the source of funds for the project has been withheld or reduced through no fault of the procuring entity (Section 41, ibid.), and (d) other grounds analogous to the foregoing.

Further, the DA RFU 5 assumes no obligation whatsoever to compensate or indemnify the bidder any expense or loss that may occur in participating to this undertaking.
