DR. JOSE V. DAYAO
9th Regional Executive Director of the Department of Agriculture RFU 5

Jose V. Dayao re-assumes his post as regional executive director (RED) of the Department of Agriculture in Bicol. His re-appointment was signed by President Benigno Aquino III on September 20, 2010 and on September 21 he took his oath administered by DA secretary Proceso J. Alcala at the DA main office in Quezon City.

Dayao's government service was rudely but temporarily interrupted when he filed for a two month leave starting January 10,2010 to undergo medical treatment. He was to re-instate on April 12 of the same year. But on March 25,2010 Marilyn V. Sta-Catalina , the regional technical director (assistant dir.) who was designated officer-in-charge (while Dayao was on leave) took her oath administered by DA secretary Bernie Fondevilla as full- fledged RED vice Dayao. Sta. Catalina's appointment was dated March 1, 2010. Dayao was instead offered by Fondevilla a post in a DA attached facility in Mindanao. Dayao did not accept the offer and was forced to extend his leave and waited for the lifting of the election ban before he pursued his case for reinstatement . It is not clear what was the reason for the unceremonious replacement of Dayao upon the endorsement of then DA secretary Fondevilla just a few weeks before the election ban. Dayao's case was not an isolated one as a few other regional directors and heads of DA attached agencies suffered the same fate.

Dayao, is the most senior official in the DA hierarchy in the Bicol region and so far is the only one with a Career Executive Service Officer (CESO IV eligibility (rank IV). He is a graduate of Doctor of Veterinary medicine from the University of the Philippines in Diliman, Quezon City with academic units in Masters degree in Management. He also underwent training course in Management and Rural Development in Australia. He had a brief stint in the private sector before joining government service. He rose from the rank starting as a Livestock Appraiser for the DBP, then as provincial veterinarian of the Bureau of Animal Industry, as Provincial Agricultural Officer of Camarines Sur, Agricultural Program Officer (APCO) and later as OIC of the Office of the Assistant Regional Director for Administration, Finance and regulatory. He was appointed full-fledged Director III (assistant director) in 2002.

He was promoted Director IV of the DA Bicol by former president Gloria Macapagal Arroyo on September 13, 2007. Although soft-spoken Dayao is known for his dedication to work, humility, simple living, probity and integrity. (Emily B. Bordado)
