VISION
The emergence of dynamic and self-sustaining rural communities of organized small holder farmer and fisher entrepreneurs doing profitable businesses out of globally competitive agricultural and fishery products by the year 2004.


MISSION

To serve as a full fledged academe for agricultural development managers, extensionists, farmers, fisherfolk, rural entrepreneurs, women and the youth to catalyze agriculture and fisheries modernization in the next millenium.

MANDATE

AFMA ( RA 8435 )

ATI is committed to support the Agriculture and Fisheries Modernization Act of 1997 (RA 8435) which prescribes urgent measures to modernize agriculture and fisheries sectors in order to enhance their challenges of globalization. Thus, the Institute plays an important role in the following:

Planning

ATI and the DA Regional Field Units (RFUs), in collaboration with the Department of Interior and Local Government (DILG) and Commission on Higher Education (CHED) shall immediately accelerate and strengthen capability building activities of small-holders in planning, development budgeting and management.

Extension System

The extension function of the DA shall be undertaken by RFUs and ATI training centers in collaboration with LGUs and State Colleges and Universities under the overall national coordination of the DA Undersecretary of Research Development and Extension. The following are an initial list of extension activities that the Institute will undertake:

Training services :

  • LGU improvement activities
  • technology packaging
  • technology transfer
  • technology showcasing
  • information materials dissemination
  • evaluation services
  • CRM paradigm/intervention introduction
  • monitoring services
  • scholarship programs
  • commissioning of private sector extension groups

Delivery of Extension Activities

The delivery of agriculture and fisheries extension services shall be multidisciplinary and shall involve the farmers, fisherfolk and their organizations, and those engaged in food and nonfood production and processing, including the private and public sectors.

As a primemover for AFMA, ATI leads in the formulation of agriculture and fisheries extension agenda and serves as the CERDAF Secretariat for extension and training.

Created by Executive Order No. 116, ATI is tasked to do the following:

Train agricultural and fisheries extension workers and their clients;
Conduct location-specific training programs to promote and accelerate agriculture. and rural development.
Ensure that research results are communicated to farmers and fisherfolk and other stakeholders.
