“Translate enthusiasm into projects”, this was emphasized by the RPCO V-PRDP Deputy Project Director and I-REAP Component Head, Adelina A. Losa during the conduct of the CY 2017 Action Planning and Implementation Workshop held at the Department of Agriculture Library, San Agustin, Pili, Camarines Sur.
Representatives from the Provincial Project Implementing Unit (PPMIU) of Camarines Sur, Camarines Norte, Masbate, Albay, Catanduanes and from the City Project Implementing Unit (CPMIU) of Naga City attended the said workshop, where they presented the priority commodities of their province, action plan for CY 2017 and the provincial performance measures.
As of November 30, 2016, Bicol I-PLAN has the highest number of submitted approved and operational Value Chain Analysis(VCA) among the South Luzon cluster. Rated Moderately Satisfactory (MS) by the World Bank, I-PLAN Bicol is more encouraged and challenged to craft quality VCAs that would help empower farmers and fisherfolks.

SAN AGUSTIN, PILI, CAMARINES SUR – Leaders of SWISA and irrigators associations from all over the Bicol region convened at the DA conference room on February 17, 2017 for a consultation on DA’s new program – Rice Model Farms.
Rodel Tornilla, OIC Chief of the Operations Division who convened the farmers said that these farmer leaders will be tapped by the DA to monitor the hybrid rice adoption of Rice Model Farm program by the farmer beneficiaries. A total of 4,800 hectares had already been planted to hybrid rice varieties under the roll out techno demo conducted by the DA. To date (dry season planting) there are 10,317 hectares planted to hybrid rice in the region.
Despite the decline in last year’s national palay production by 2.88% (17,627,245 metric tons) from the 2015 production of 18,149,838 MT, Bicol region moves up a notch higher from top 6 to top 5 largest producer of palay in the Philippines contributing 7.17% to the national production.
The decline in the national production was caused by El Nino and severe typhoons that visited the country, but the Bicol region managed to post a positive growth registering an additional 11,044 MT of palay. Bicol also recorded the second highest increment of 3.44% or 11.782 additional hectares of area harvested. For 2016, the region produced a total of 1,275,492 metric tons of palay
No wonder, the Bicol region sustained its 116% rice sufficiency.
DA Bicol regional executive director Elena B. delos Santos said this feat is partly attributed to the various interventions to rice farmers such as construction and rehabilitation of small scale irrigation facilities, use of high yielding seeds and the operationalization of 18 Rice Processing Centers (RPC 1 and 2) in the Region. These RPCs are scatted throughout the region: eleven (11) in Camarines Sur, one (1) in Albay, two (2) in Camarines Norte, two (2) in Catanduanes, one (1) in Masbate, and one (1) in Sorsogon. Most of the RPCs were established in Camarines Sur province as 50% of the rice areas in Bicol are here and also contributes more than 50% in production.
Unlike in their previous road construction projects where they do reports and project status updates manually, Robinson Sabas, Official Liaison Officer, of V.C. Varin Construction and Hardware Supply, said that the Philippine Rural Development Project’s (PRDP) modern approach is an advantage for contractors and will benefit the country’s construction industry.
Sabas, the contractor for the PRDP’s infrastructure development (I-BUILD) sub-project Concreting of Sto. Domingo-Fabrica in San Vicente, Camarines Norte, particularly approved of the Project’s applied geotagging technology (AGT), an innovative tool being used by PRDP in which digital resources like photos, websites and text messages are associated with a physical location to accurately visualize a sub-project. He was also impressed with the PRDP’s Social and Environmental Safeguards (SES) for ensuring that all pending Right of Way (ROW) requirements and tree cutting permits are fully complied to guarantee smooth project implementation.
