REQUEST TO SUBMIT PROPOSAL/QUOTATION FOR THE SUPPLY AND DELIVERY OF 765 BAGS CERTIFIED PALAY SEEDS FOR USE IN THE RECONSTRUCTION ASSISTANCE ON YOLANDA (RAY) FOR BICOL REGION PURSUANT TO ANALOGOUS APPLICATION OF THE PROVISIONS OF RA 9184 AND ITS REVISED IRR SPECIFICALLY SECTION 49 ON LIMITED SOURCE BIDDING METHOD

The Department of Agriculture through its Regional Office is implementing Reconstruction Assistance on Yolanda (RAY) for Bicol Region as one of the important measures towards food sufficiency and as pro-active response to calamities that adversely affect rice production and to ensure rice seed availability at any given time during calamities as seed security is vital to food security.

As determined under the Program, the agency needs 765 bags of Certified Palay Seeds for distribution to farmer-beneficiaries in the Bicol Region. The Department of Agriculture intends to procure the said bags of seeds at government-mandated price of PHP1,200.00 per bag for the total Approved Budget for the Contract of NINE HUNDRED TWENTY THOUSAND PHILIPPINE PESOS (PHP 928,000.00).

Pursuant to Memorandum Order No. 17 series of 2011, only Bureau of Plant Industry (BPI)-accredited seed growers or seed grower cooperatives/associations who are BIR registered (with official receipts to be issued upon payment) located within the province, and government offices/instrumentalities which produce rice seeds by their mandate shall be allowed to supply the needed rice seeds.

As such, EDUARDA V. AYO; BICOL EXPERIMENT STATION (BEST); PARTIDO SEEDGROWERS ASSOCIATION c/o Jerry Mercado and PILI PALAY FARMERS SEEDGROWERS COOP. are hereby requested to submit their Proposal/Quotation and indicating in the list the particular seed variety of their stock.

The above seed growers should submit the following documents:

1) Letter manifesting readiness to supply the rice seeds upon receipt of notice of award;
2) BIR registration showing the TIN and sample-copy of official receipt;
3) BPI Accreditation Certificate (for BPI accredited seed growers only)
4) CDA Certificate of Registration and Articles of Cooperation for cooperatives
5) SEC Registration for associations (not cooperatives), OR certification from the Barangay Punong Barangay that the association is an existing seed growers group in the Barangay.

The certified seeds to be procured by the agency should comply with the following requirements: (1) passed BPI certification and (2) not more than three (3) months from date of certification as per the date indicated in the result of laboratory analysis.

The Department of Agriculture shall allocate the award for the supply and delivery of the rice seeds giving equal priority to all seed growers who comply with the mandated requirements under Memorandum Order No. 17, and based on the availability of seeds per seed grower.

The required documents must be submitted not later than 14 April 2014 at BAC Secretariat Office, BAC Office, DA RFU 5, San Agustin, Pili, Camarines Sur.
