The Department of Agriculture, Regional Office No. 5 through BAC  Resolution No. 1513-813   is procuring  98,800 pieces Cacao, grafted, BR25/UF 18 variety   for distribution to farmers affected during the Mt. Mayon Volcanic Erruption  thru Alternative Method of Procurement-Negotiated Procurement  specifically Emergency Cases under, Rule XVI, Section 53.2 of RA 9184 and its 2016 Revised Implementing Rules and Regulations for the total amount of Four   Million  Nine Hundred Forty Thousand  Pesos (Php 4,940,000.00) under High Value Crops Development Program (HVCDP) Quick Response Fund (QRF)

The Emergency Purchase shall be for the following items:

- Planted in 6x10x.003 black polyethylene bag

- At least 60 cm in height but not more than

100 cm from the soil line

- Graft union must be 30-40 cm from the soil line

 and fully healed with no plastic wrap

- Have at least four (4) matured leaves

- Damage/injury to the leaves should be <10% of

the total area of each leaf

- No parts of the root system must be exposed outside

the black polyethylene and not root bounded

- Must be NSIC Registered variety

- At least 20% certified planting materials and the

remaining shall be outscored from accredited  Plant Nurseries

As  per approved Purchase Request and considering the need to respond immediately to the on-going calamity, this procurement is facilitated thru Negotiated Procurement-Emergency Purchase under Section 53.2 of RA 9184 and its Revised IRR.

As such  POPOY’S PLANT NURSERY, GMG AGRI FARM PRODUCTS AND GREEN SEEDS GARDEN & PLANTERS DEPOT TRADING  are hereby requested to submit  the following documents

  1. Mayor’s Permit
  2. PhilGeps Registration
  3. Latest Income/Business Tax Return
  4. Omnibus Sworn Statement
  5. Brochure of products being offered
  6. Payment of Php. 8,000.00 for Bid Documents

Pre-Negotiation Conference will be on March 16,  2018 at 9:30 in the morning, DA Library, Research Building, San Agustin, Pili, Cam. Sur. Sealed quotation must be received by BAC Secretariat not later than  23  March  2018 at 9:30 in the morning. Opening of quotation will be on the same date and time. All submitted documents must be in duplicate.

The Department of Agriculture Region 5 shall in no case be held responsible or liable for any and all costs associated in the implementation of the Emergency Procurement  and  its result.
