Legazpi City---“Noon, ‘yung nasa itaas ang nagdidikta kung ano ang gagawin nila sa lugar namin kahit wala man silang alam kung ano talaga ang kailangan namin (In the past, the people in the national government offices would dictate what to do in our place although they have no idea on what we really need).”

This was the past experience of a local folk before Bottom-Up Budgetting (BUB) was implemented in 2012.

“Sa BUB, pagkakataon na maririnig ang boses nila dahil may participation at bayanihan sila (With BUB, their (beneficiaries) voices will be given a chance to be heard because they will participate and help each other),” said an official in the video.

The BUB project is a joint undertaking of national agencies, local government and the people. At present, 1.7M Filipinos are participating and benefitted in BUB projects through “salintubig, seawall, farm-to-market roads, and Buri livelihood projects.”


One of the beneficiaries of the Salintubig project is 74-year-old grandmother Dedicacion Aycocho who used to fetch water from a well which dries up especially during summer. Old and weak, she would hire someone to fetch her water from another water source, spending Php240.00 pesos.

When LGU-Legazpi announced the establishment of a water supply system through BUB, Aycocho did not hesitate to share her predicament and that the establishment of the water system will be a big relief to her and the rest of the community.

At present, more than 300 households in the whole country benefitted from the BUB.

Elouisa T. Pastor, Regional Director of the Department of Interior and Local Government (DILG) in the Bicol Region said that although BUB made a great impact in the barangays especially the poor, it did not receive not much recognition and gratitude.

Thus, she encouraged the different information officers of all DILG and representatives of BUB implementing agencies to feature and photo-document BUB projects to be showcased in a Coffee-table book (CTB) and an audio-visual presentation (AVP) during the Action Planning-Workshop: Documentation of Lessons in Participatory Planning in La Piazza Hotel, Legazpi City.

Both the CTB and AVP will be presented to the congress so that the BUB will be sustained since it will end on August 2017.

To prepare the participants in the preparation of the CTP and AVP, Roy C. Iglesias and Jo Cuaresma of GMA-7 discussed News and Feature Writing, Photography and Videography.

BUB was launched in 2012 during President Noynoy Aquino through the Human Development and Poverty Reduction Cluster (HDPRC) and the Good Governance and Anti-Corruption Cluster (GGAC). It is a strategy to empower civil society organizations and citizen’s groups to engage local government and national government agencies and make them more responsive to the people’s needs.
