The Rice Program is one of the banner components of the Department of Agriculture mainly concerned in rice farming and uplifting the lives of Filipino farmers.

Guided by the principles of the Agrikulturang Pilipino (Agri-Pinoy) framework, the National Rice Program integrates government initiatives and interventions for the agriculture sector, namely: food security and self-sufficiency, sustainable resource management, support services from farm to table, and broad-based local partnerships.

It focuses on longer-term investments and has the following objectives:
engage farmers associations / irrigators associations, LGUs and the private sector proactively; encourage the production and consumption of other food staples and provide specific interventions (technologies and services) to rice farmers to increase rice productivity such as: frontload investments in irrigation, postharvest facilities and mechanization.

1. Farm Mechanization

Provision of Farm Mechanization Facilities and Equipment to Farmer Association  

 The qualified Cooperators shall be duly registered Farmers' Association (FAs) engaged in rice farming with SEC/CDA/ DOLE Registration.   The Cooperator shall enter into a memorandum of agreement (MOA) with the DA.

The Cooperator shall undergo training on the operation and maintainance of the facility.

Counterpart Scheme of 85-15%

 Letter of intent from the FA and a Board Resolution stating its need on the technologies and its capacity to manage the projects.

 3. Provision of Small Farm Reservoir (SFR)/ - small version of SWIP designed with a height of less than 4 meters with reservoir of 300-1,500 sqm to collect rainfall and run-off for immediate and future use.

Counterpart scheme will be in the form of land, operation and maintenance of their units and additional construction or rehabilitation cost not covered by the financial assistance of the project.

Individual farmer with at least one hectare production area

 

For group of farmers with a maximum of 5 hectares production area and have a common site, they can avail 5 units clustered into 1.

 Maximum subsidy of P40,000 per unit for new construction

 

Maximum subsidy of P20,000 per unit for rehabilitation/repair

 4. Provision of Shallow Tube Well (STW) - consisting of a tube or pipe vertically set into the ground at a depth of 6 to 20 meters designed to lift water from shallow aquifer for irrigation using pump and engine set

The potential well discharge is within 3 - 7.5 lps.

Counterpart scheme is in the form of drilling cost of tube well and its accessories and operation and maintenance of their system.

Group of 3-5 farmers with aggregate hectares of 3 hectares.

Individual farmer with at least 3 hectare irrigable area for rice and 0.5 ha for other crops

 5. Provision of Pump Irrigation Systems for Open Source (PISOS) - consist of pump and engine sets, suction and discharge pipes to lift water from surface water and deliver it to point of use.

 

 

 Water source should have sustained and adequate supply throughout the year.

The source must be adjacent to the target service area for economy.

Farmers to provide suction, discharge pipes, accessories and operation & maintenance of their system.

Group of 3-5 farmers with aggregate hectares of 3 hectares

Individual farmer with at least 3 hectares irrigable area for rice and 0.5 hectare for other crops
