CAMALIG, ALBAY – Japan’s Ministry of Agriculture, Forestry and Fisheries recently donated 300 metric tons or 10,000 bags of milled rice to the Philippine government under the Tier 3 Program of the ASEAN Plus Three Emergency Rice Reserve (APTERR).

Department of Agriculture Senior Undersecretary Domingo F. Panganiban personally graced the turnover ceremony held at the AFB Ville in Cabangan, Camalig, Albay on August 17, 2023.

Senior Usec. Panganiban said that about 10,000 families at the numerous evacuation centers in Albay will benefit from the donation as each family will be given one sack of 30-kilogram milled rice.

The said families are on their 70th day at the different evacuation centers due to the restive activity of the Mayon Volcano that started in June.

Panganiban thanked the Japanese Government and the APTER headed by Choomjet Karnjanakesorn, General Manager of the APTER Secretariat together with Nihei Daisuke, Minister of Economic Affairs, Embassy of Japan in the Philippines for their support in facilitating the rice donation.

“This donation also symbolizes the exchange of hope and support from our dependable partners in the ASEAN region. A testament to the unbreakable bond that binds our countries together as a global community in times of adversity,” Undersecretary Panganiban added.

“The responsibilities designated to the National Food Authority (NFA), Department of Social Welfare and Development (DSWD) and Local Government Units (LGUS) in distributing the donated rice is not easy but with the presence of the dedicated men and women of NFA, DSWD and other government institutions who are working doubly hard, I am assured that the delivery of basic services to the public will be served outstandingly,” Panganiban added.

Also present during the turn over were DA Bicol Regional Executive Director Rodel P. Tornilla; Albay Governor Edcel Greco Lagman; Camalig Mayor Carlos Irwin Baldo; Sto. Domingo Mayor Jun Aguas; Roger Navarro, Special Assistant to NFA Administrator; NFA Regional Director Osmundo Guinto, Jr.; Director Michael Christopher Mathay of the Department of Social Welfare and Development (DSWD) Disaster Response Group; Albay Provincial Agriculturist (PA) Cheryl Rebeta.
