Philippine Rural Development Project (PRDP)

 

The Department of Agriculture Regional Field Office No. 5, San Agustin, Pili, Camarines Sur thru its Bids and Awards Committee invites applicants to submit the herein listed requirements for the hiring of Individual consultants under the various components of the PHILIPPINE RURAL DEVELOPMENT PROJECT (PRDP), a six year program designed to establish the government platform for a modern, climate smart and market oriented agri-fishery sector.

 

I-REAP Component

  1. Business Development Officer-2 person for 10 months @ Php48,000.00/month

 

I-BUILD Component

  1. Project Development Associate-1 person for 10 months @Php30,000.00/month

 

I-SUPPORT Component

  1. Economist -1 person for 10 months @Php48,000.00/month
  2. Financial Analyst I -2 person for 10 months @Php42,000.00/month
  3. Writer -1 person for 10 months @Php42,000.00/month
  4. Associate Proc. Officer -1 person for 10 months @Php42,000.00/month
  5. Associate M&E Officer -1 person for 10 months @Php42,000.00/month
  6. Associate SES Officer -1 person for 10 months @Php42,000.00/month
  7. SES Officer -1 person for 10 months @Php48,000.00/month
  8. Admin Officer II -1 person for 10 months @Php30,000.00/month
  9. Cash Clerk`            -1 person for 10 months @Php24,000.00/month

 

The Agency intends to apply the amount of FIVE MILLION TWO HUNDRED EIGHTY THOUSAND PESOS (Php 5,280,000.00) as Estimated Project Cost (EPC).

The hiring of individual consultants shall be guided by the World Bank procurement guidelines and the terms of reference of the above positions which shall be posted at DA Web & PhilGEPS. The engagement of the above individual consultants shall be for 10 months and extension contract will be subject to performance evaluation.

I-REAP Component:       Business Development Officer

          Qualifications:

  • At least Bachelor’s degree in Agriculture, Agribusiness, Entrepreneurship, Business Administration/Management, Marketing, Accountancy, Finance, Agricultural Engineering and other related fields;
  • At least two (2)years of relevant experience in the preparation and evaluation of project proposal/feasibility study/business plan, enterprise development, livelihood projects, marketing, financial management, accounting, bookkeeping, financial audit, organizational management, strategic planning and community organizing
  • Considerable knowledge in production, processing and marketing of agri-fishery based commodity
  • Operational knowledge on agri-fishery based enterprises
  • Understanding on business procedures including business financing, human resources, IT, operations, and sales and marketing financing options for business start-ups and business expansions
  • Ability to communicate effectively in oral and in technical writing
  • Strong interpersonal skills

 

I-BUILD Component:       Project Development Associate

          Qualifications:

  • Bachelor’s degree in Engineering or related courses and at least one (1) year experience on technical and administrative works related to infrastructure development.
  • Proficient in written and oral communications.
  • Proficient in MS word, excel, and power point.
  • Proven organizational skills and ability to manage multiple tasks simultaneously.
  • Can work independently and result oriented.
  • Able to work with under pressure
  • Willing to travel, if necessary

 

I-SUPPORT Component:   Economist

  Qualifications:

  • Bachelor’s degree in Economics, Agricultural Economics, Agribusiness and Management, Business Management/Administration or any related field in Economics or Agriculture with training in economic and financial analysis and program/project appraisal and evaluation;
  • Minimum of two (2) years relevant professional experience in performing cost-benefit analysis and financial analysis preferably in a development project.
  • Excellent computer skills and proficient in Microsoft applications, especially in Microsoft Excel;
  • Knowledgeable and has experience in data collection, data analysis and research;
  • Work well both independently with minimal management direction and with a team;
  • Strong analytical skills, ability to conceptualize, plan and execute innovative ideas, as well as, transfer of knowledge and skills;
  • Able and willing to travel as deemed necessary;
  • Good network of academic and professional contacts; and
  • Familiarity with the PRDP system will be an asset.

 

I-SUPPORT Component:   Financial Analyst I

  Qualifications:

  • Bachelor’s degree in Public Administration, Business Administration, Organizational Development, Public Finance Management or related fields;
  • He/she must have at least one (1) year of demonstrated work experience as a financial analyst; and must have knowledge of the financial management policies and procedures of the government of the Philippines, multilateral financial institutions (e.g. World Bank) as well as of the institutional technical and commercial aspects of financial management;
  • Experience in WB-assisted projects is an advantage;
  • Proficiency in computer skills (Microsoft Office)
  • Communicate effectively orally and in writing;
  • Team player
  • Able to work under pressure; and
  • Willing to travel, if necessary

 

I-SUPPORT Component:   Writer

  Qualifications:

  • Bachelor’s Degree on Journalism, Communication, Public Relations and other related courses; and
  • At least three years progressive experience in media communications, public relations, and journalism.
  • Excellent writing skills on various IEC materials such as news, features, leaflets, etc;
  • Strong interpersonal and teamwork skills in working with various media organizations, NGOs, POs, Government, LGUs, private sectors, etc.;
  • Excellent communications skills, oral and written;
  • Willingness to conduct field travels and cover different activities of the Project; and
  • Computer literate.

 

I-SUPPORT Component:   Associate Procurement Officer

  Qualifications:

  • Bachelor’s Degree BS or BA in Engineering, Law or related course or equivalent work experience;
  • At least 2 years experience in Procurement of works, goods, non-consulting services and consulting services in a governmental or similar institutional agency under foreign assisted projects;
  • Knowledgeable in World Bank Procurement Guidelines and R.A. 9184.
  • Computer literacy, knowledge in Microsoft Excel and Word;
  • Excellent writing skills; and
  • Strong interpersonal and teamwork skills.

 

I-SUPPORT Component   : Associate Monitoring and Evaluation (M&E) Officer

   Qualifications:

  • Graduate of social science / information technology / agriculture sector related; and
  • At least one year of relevant experience in handling M&E works in foreign assisted project/s (FAP/s).
  • Experience in providing M&E technical assistance as part of international donor-funded projects applying international best practices; World Bank experience is a plus;
  • Computer literate with high proficiency in MS Word, Excel, and Power Point;
  • With strong inter-organizational management skills in working;
  • With a drive for results while working with limited supervision and under tight timelines; and
  • Willing to travel extensively o provincial assignments even on a short notice.
  • Good communication and writing skills.

 

I-SUPPORT Component:   Associate Social and Environmental Safeguards Officer

  Qualifications:

  • Bachelor’s Degree in Social Science Courses, Agriculture, Environmental Science, Engineering, Development Management, Management and related field of study;
  • Minimum of two (2) years of professional working experience related to safeguards and with knowledge on:
    1. consultation and resettlement process;
    2. environmental and social impact assessment; and
    3. environmental and social management plan for rural infrastructure and enterprise development projects;
  • With at least two (2) years of experience in any development – related preferably with experience in foreign-assisted projects.
  • With relevant experience in social and environmental safeguards processes;
  • Knowledgeable on Philippine Environmental Laws, Philippine Environmental Impact Statement System and any related local laws and policies, Indigenous Peoples Right Act (IPRA Law), Land Acquisition Processes;
  • Must have knowledge of social, environmental and cultural issues affecting the implementation of rural infrastructure and enterprise subprojects;
  • Must have knowledge in the preparation of Feasibility Study and Business Plan;
  • Proficient in written and oral communications;
  • Computer literate with high proficiency in MS word, excel, and power point;
  • Has the ability to manage multiple tasks simultaneously;
  • Can work under minimal supervision and under pressure;
  • Willingness to conduct field travels.

 

I-SUPPORT Component:   Social and Environmental Safeguards Officer

  Qualifications:

  • Graduate of Bachelor’s Degree in Social Science Courses, Agriculture, Environmental Science, Engineering, Management and related fields of study;
  • Master’s Degree units is an advantage;
  • Minimum of two (2) year professional working experience related to safeguards and with knowledge on
    1. consultation and resettlement process;
    2. environmental and social impact assessment;and
    3. environmental and social management plan for rural infrastructure and enterprise development projects;
  • With at least three (3) years of experience in any development – related work preferably with foreign-assisted projects;
  • Sound technical knowledge in environmental and social safeguards processes;
  • Knowledgeable on Philippine Environmental Laws, Philippine Environmental Impact Statement System and any related local laws and policies, Indigenous Peoples Right Act (IPRA Law), Land Acquisition Processes;
  • Prior familiarity with World Bank safeguards policies;
  • In depth knowledge of, environmental and cultural issues affecting the implementation of rural infrastructure subprojects;
  • Knowledge on environmental and social impact assessment and able to formulate environmental and social management plan;
  • Capability to provide guidance on negotiation and conflict resolution processes;
  • Innovativeness and effectiveness capability under varying work assignments, conditions and time pressures;
  • Proficient written and oral communication skills.

 

I-SUPPORT Component:     Administrative Officer II

Qualifications:

  • Bachelor’s Degree in Business Administration, Management, Commerce, Engineering, Economics, Agribusiness or Information and Communication Technology course and/or related courses;
  • Has experience on technical and administrative works;
  • Has experience and interest in internal and external communications, rural development and/or institutional development;
  • Has experience in working with Foreign Assisted and Special Project implemented by government/non-government agencies;
  • Proficient in written and oral communication;
  • Computer literate with high proficiency in MS Word, Excel and Power Point;
  • Proven organizational skills and ability to manage multiple tasks simultaneously;
  • Strong interpersonal communication skills;
  • Demonstrate the principle of completed staff work;
  • Ability to prioritize, organize, monitor and work efficiently o documents and tasks while maintaining quality of work, and deliver outputs within established deadline and timeline;
  • Ability to be discrete and able to keep confidential information

 

I-SUPPORT Component:     Cash Clerk

Qualifications:

  • Bachelor’s Degree in Business Administration, Accountancy, Public Finance and/or related course;
  • Preferably three (3) years experience in cashiering and/or related works
  • Preferably has experience working with Foreign Assisted Projects (FAPs);
  • Must have knowledge of the cashiering processes and procedures of the Government of the Philippines, multilateral financial institutions (e.g. World Bank) as well as of technical;
  • Possess good communication skills (oral and written)
  • Has attended forty (40) hours relevant training/workshop/seminar;
  • Learn the principles of general maintenance work;
  • Maintain daily records;
  • Pro Computer literate with high proficiency in MS Word, Excel and Power Point;
  • Work with a team;
  • Must be dependable and trustworthy and loyal;
  • Able to work under pressure

 

Deadline for the submission of requirements/documents to the PRDP Screening Committee thru the Bids and Awards Committee (BAC), DA RFO 5, San Agustin, Pili, Camarines Sur will be before 5:00 in the afternoon of February 4, 2019. The applicants will be advised as to the schedule of interview. The Department of Agriculture assumes no responsibility whatsoever to compensate or indemnify bidders for any expense incurred in the preparation of the proposal.
