The success of the Convergence Area Development Plan (CADP) of Pili Watershed Convergence Area in Sorsogon brought about the identification of the second convergence area in Bicol – the Talisay Watershed. This was according to the members of the Regional Convergence Initiative (RCI) technical working group who conducted the orientation meeting with the Provincial and Municipal representatives of Camarines Norte at Daet town on December 12, 2023.

The group identified the Talisay Watershed in Camarines Norte which traverses three Municipalities namely Talisay, Daet and Mercedes as a possible second convergence area in Bicol.

The orientation meeting was attended by Nestor Franz Fortuno, Concepcion A. Romero and Sydney Joseph Torrenueva of DENR; Beda Guinto, Nilla S. Percil, Erlinda Lee of DAR; Engr. Harold Gestiada and Dina Baleza of the Provincial LGU of Camarines Norte; Mark Gerald Pastor of DTI; Enrique Jose, Jr. and Jose Porfirio Mercado of DILG.

Meanwhile, the RCI TWG of the DA RFO 5 was composed of Florentino Ubalde, Jr., Dr. Maria Christina F. Campita, Maria Rowena Obias and Ailyn Rafer, APCO of Camarines Norte.

The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) is the government’s response to the fragmented delivery of rural development services through watershed and major river basin management and rehabilitation using the ridge-to-reef approach. It is a collaborative effort of four government agencies namely the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR), and Department of Interior and Local Government (DILG) together with other agencies, academe and other stakeholders.
