MASBATE CITY, MASBATE – As part of the “down-top” approach in the preparation and implementation of enterprise plans, the Philippine Rural Development Project (PRDP) in Bicol conducted a Business Process Review (BPR) to enterprise development (I-REAP) subprojects in the Province of Masbate on November 18-19, 2019.
Using the Enterprise Assessment Tool for BPR, Business Development Officers Patrocinio Collao I, Glenn Balana, Engr. Alexander Lim and Engr. Irish Oliver assessed the status of the Lubacon Coco Charcoal Production and Marketing Enterprise in Aroroy, Masbate and the Masbate Integrated Goat Production and Marketing in Cataingan, Masbate. Key officers of the Luy-A, Balete, Concepcion (LUBACON) Agro Scale Miners and Gold Processors Multipurpose (MP) Cooperative and the Quenscup Agrarian Reform Beneficiaries (ARB) and Marginal Farmers Cooperative attended the BPR which evaluated the proponent groups in terms of six assessment areas namely organization and administration, enterprise operations, financial management, marketing, sustainability, and inclusivity.
Organization and administration focused on the proponent groups’ (PG) human resources policies and enterprise management systems and processes while enterprise operations checked the key components of the enterprise’s step by step production or operation procedures. The team also looked into the execution of the financial management system in place as well as the awareness level of enterprise staff. They also evaluated the systemic flow of goods and products within marketing/trading activities and determine compliance with the set guidelines and protocols. The enterprises’ sustainability plan and growth potential in terms of production, product technology, market, and network were also assessed. Moreover, the team reviewed the enterprises’ inclusivity or their awareness of context of marginalization and corresponding policies, projects and programs and their responsiveness to the root causes of marginalization.
“Maganda yung pag-review sa amin at least [pinag-check] kung meron talaga kaming proseso kagaya ng bookkeeping at financial statement. Dati na kaming meron noon pero at least finollow up nila kung meron talaga. Sa gayon, malalaman namin kung ready to operate na kami para sa goat raising enterprise,” Edita Tambago, treasurer of Sagip Farmers-Fisherfolks Development Cooperative (FFDC), said.
“Sa pamamagitan ng PRDP nabigyan kami ng pansin at nagagabayan para tuluyan nang maiangat ang economic status ng pamilya ng bawat miyembro ng kooperatiba,” Arnel Morado, Chairman of LUBACON Agro Scale Miners and Gold Processors MP Cooperative, added. The Lubacon Coco Charcoal Production and Marketing Enterprise is now ongoing with 27.33 percent accomplishment while the Masbate Integrated Goat Production and Marketing is now on its 28.59 percent of implementation.
